Hotel Agon Opera in Ku%26#39;damm, I have had three stays there since 2004 and i loved it. I believe before April the rates are under €50 a night but even after that they are still cheap. It%26#39;s a three star, the rooms were very clean and modern great views out of the windows, breakfast is fantastic and served on the 6th floor which is all glass and gives awesome views too. Plus it is next too 2 U-bahn (metro) stations and quite close to an S-Bahn too. Lots of kids and families in there when i have been before. Good reviews on here by the way have a look.

With children, I would recommend staying at a holiday flat or a services apartment, which is much more affordable in this case.
Berlin is a very wide-spread city, and there are many good areas to be in - not one centre. In any case, you will have to use the public transportation system. However, if you%26#39;ll stay in most of Mitte district, you will be close to many sites; but then again - for children, there are other relevant sites (the zoo, the Legoland, playgrounds)

I%26#39;d agree with Lylou, both on apartment and on staying in Mitte as more there are more sights in Mitte than in Kudamm area so some at least will be walking distance. Though that depends on how used your kids are to walking and Berlin is very spread out so distances are long.
However you can get a ticket for a small group, the 5 of you, a Kleingruppenkarte, and hop on and off buses and U- and S-Bahn trains all day for just under 16€.
Two good apartment websites are www.123berlinzimmer.de and www.ferienwohnungen24.de. We once stayed in an apartment in Novalisstrasse (near Oranienburger Tor) booked through 123berlinzimmer and were very satisfied.
