Summer travel Skateboarding or young peoples hangout area?

Travelling to Berlin this summer and would like to be able to skateboard, and meet people my age (18) in a safe way. Have never been to Germany, will also visit Cologne. Suggested places to stay that are safe, convenient and with local feel, mid price range. Thanks for any advice

There are some really good hostels in Berlin.

Good public transport connections are essential as Berlin is a widespread place.
